The report “lays out with extraordinary clarity the department’s long record of racial profiling, torture and killings and makes scores of recommendations that might offer Chicagoans some hope.

“As the report said, people from all walks of life believe that the Chicago police force, instead of protecting them, is a lethal threat to their safety, which is understandable since the lives of numerous people of color ‘came to an end solely because of an encounter with C.P.D.'”

“… it advises scrapping a hopeless broken police oversight system in favor of a new investigative agency that would be under civilian control.”

New Police Reforms in Newark May Hint at Chicago’s Future

Before ex-police chief McCarthy was fired in Chicago, he stepped down in Newark. A Justice Department investigation soon followed. According to Chicago Magazine:

“Seventy-five percent of Newark police stops lacked legal justification, and these stops disproportionately affected African Americans. …

“In Newark, the Justice Department also found a “pattern or practice of unconstitutional force” and faulted an internal review process that sustained only one civilian use-of-force complaint during a six-year period that included McCarthy’s entire tenure. In Chicago, less than two percent of complaints filed between March 2011 and September 2015 resulted in disciplinary action, according to police data obtained by the Invisible Institute.”

“A legal expert told the Tribune that reforms and monitoring in Chicago could come close to $100 million.”

Chicago Cops Busted Yelling ‘F**king N***gers’ On Hot Dispatch Mic

Recently, a Denver student’s artwork was removed from a show because it depicted a police officer in a KKK hood pointing a gun at a black child in a hoodie, essentially denying a connection between the police and racist behavior associated with the KKK. Denial doesn’t mean it’s not true, as this recent incident involving the Chicago Police Department shows.

Torture Commission can only help victims whose torture stemmed from Burge

Violence Surges in Chicago Even as Policing Debate Rages On

As we have seen with the case of the Austin Seven, violence in black and brown neighborhoods is by design, as officers who reduce drug trafficking are framed, and murders rise correspondingly. The 15th district serves as a perfect example of this. This does not take into account so-called “black ops,” such as those used in third world war zones, where mercenaries murder innocent people to pit locals versus locals.
